About Andrew
Andrew Chin is a Senior Director in FTI Consulting’s Economic and Financial Consulting practice, based in Singapore. Andrew’s primary focus is economic analysis, regulatory arrangements and policy advisory in the context of energy sector decarbonisation and net-zero ambitions. He works across a range of regulated sectors, including payments systems, airports and telecoms.
In electricity markets, Andrew has advised clients in Southeast and East Asia, Great Britain, Europe and Australia on a range of regulatory and market design issues. Some of Andrew’s specific experience includes the financial analysis of regulated assets in the electricity sector, such as interconnectors and hybrid offshore wind-interconnector assets; the introduction of competition in the appointment of transmission operators; and arrangements for system operators in the context of Great Britain’s net-zero targets. In the gas sector, Andrew has advised on regulatory arrangements for gas transmission networks, gas storage and liquefied natural gas terminals.
In the payments sector, Andrew has advised on the introduction of a centralised interbank payments infrastructure for clearing and settlement, with a focus on measures to encourage competition and innovation in downstream markets. He was also previously seconded to a large payments services provider to assist in its response to a payments regulator’s market review into card-acquiring services.
In the aviation sector, Andrew has advised the UK Civil Aviation Authority on several matters related to airport expansion, including its effect on slot prices in the secondary market, its effect on scarcity rents and evaluating the cost efficiency of the expansion.
In the telecommunications sector, Andrew has helped several European clients forecast long-term regulated revenues from the roll-out of fibre-to-the-home networks.
Relevant Experience:
- Assessed the potential economic benefits of a Japan-South Korea electricity interconnector
- Provided regulatory support and power market modelling for the proposed NeuConnect interconnector between Great Britain and Germany, in the context of its successful Final Project Assessment application to Ofgem and its Final Investment Decision
- Performed power market modelling for the proposed interconnectors under Ofgem's 3rd Application Window for the Cap & Floor to estimate potential revenues and socioeconomic welfare impacts
- Modelled a zonal Great Britain market (in contrast to its current single price status) to assess likely costs and benefits
- Advised on regulatory arrangements for multipurpose interconnectors (“MPIs”) in the North Sea
- Performed the assessment of airport slot secondary trading market
- Fibre roll-out modelling for a European network infrastructure operator
