About William
William Berkowitz is a Senior Managing Director at FTI Consulting and is based in the New York City area. Mr. Berkowitz was a principal and founding member at Alliance Construction Consultants. Since 1988, Mr. Berkowitz has been a professional consultant specializing in construction dispute resolution. He has prepared and presented claims on behalf of general contractors, construction managers and specialty contractors and evaluated and refuted claims on behalf of owners and engineers and contractors.
Mr. Berkowitz has had in-depth involvement in all aspects of claims resolution including: pre-contract review of plans and specifications, schedule and delay analysis, productivity analysis, damages calculations, and preparation of comprehensive reports. These services have been provided in conjunction with settlement discussions, structured mediation, dispute review board hearings, arbitration and litigation. He has qualified as an expert witness, prepared expert reports and testified at arbitration and litigation. Recent assignments have included projects associated with power generation (including traditional utility plants, hydroelectric projects, independent power projects and waste to energy projects), water and wastewater treatment plants, large petrochemical facilities and commercial facilities.
Prior to founding Alliance Construction Consultants, Mr. Berkowitz gained sixteen years of experience managing public and private sector construction projects, preparing and defending claims, and developing construction schedules. He was a project manager for a general contractor for five years, and was responsible for the management, scheduling and coordination of several large public works projects. Prior to entering the field of general construction, Mr. Berkowitz worked in the power generation field as a civil engineer on several power plant facilities.
Mr. Berkowitz received a B.S. in civil engineering from the Cooper Union in 1978 and a M.S. in construction management from The Polytechnic Institute of New York in 1984. Mr. Berkowitz is a professional member of the Royal Institution of Chartered Surveyors and is a registered Professional Engineer in the State of New York.
Mr. Berkowitz has qualified as an expert witness in the following matters heard in arbitration: Beauce Atlas v. Tocci Building Corp.; U.S. Contractors, Ltd. v. Parsons/Technip, JV; Cajun Constructors, Inc. v. Technip USA, Corp.; CONPROCA SA de CV v. PEMEX (ICC Arbitration); CIISA v. CFE (ICC Arbitration), Hitachi v. Aker Kvaerner Songer (AAA Arbitration); Worthington MidRise Construction v. Charter Construction.
Mr. Berkowitz has qualified as an expert witness in the following matters heard before litigation: Parsons/Technip v. American Acryl; Remedial Construction Services, Inc. v. Enterprise Products; Bayou on the Bend, Ltd. v. Atlas Comfort Systems USA, LP; Stone & Webster Inc. v. AES Frontier, L.P., et al.; Mid-Mountain Contractors v. King County, T&D Power vs. PPL.
Mr. Berkowitz has lectured on construction management at Columbia University and has lectured on the subject of CPM scheduling, schedule analysis and productivity analysis at the ABA Forum, Lorman Education Services, the ICPMA conference in Austria and the International Tunneling Conference in Slovenia. He has also participated in several seminars on construction claims related topics for private clients.
