Stephen Rae

Stephen Rae is a Chartered Quantity Surveyor with over 35 years’ experience in the construction and engineering industries, 25 years of which have been as a specialist in dispute management, expert witness services and the provision of claims and contractual advice to the construction, engineering and offshore oil and gas industries in the UK, Asia Pacific and Australasia regions.

Stephen specialises in the preparation and analysis of contractual claims for delay, disruption and variation valuation in relation to oil and gas platforms, LNG plants, mining facilities, power plants, nuclear installations, pharmaceutical plants, railways, tunneling and offshore marine projects. Stephen has acted as lay advocate in arbitration and mediation proceedings and is frequently appointed as expert witness in relation to disputes concerning project delay, disruption and contentious variations.

Stephen’s consulting career began in 1990 as a mechanical and electrical surveyor with a large cost consulting organisation in the United Kingdom. Stephen relocated to Hong Kong in 1994 and in 1999 became a senior consultant with an international firm of construction contract consultants specialising in dispute management. Stephen has since held several senior director appointments for major contract advisory consultancies, undertaking specialist appointments to the oil & gas, power, rail and civil construction sectors in a range of countries including Australia, Hong Kong, Indonesia, Japan, Korea, Malaysia, Saudi Arabia, Singapore, Taiwan and Vietnam.
